India’s Leap from 700 MW to 5 GW Floating Solar Capacity

October 31, 2026by servotech team0 Comments

While India has made strides in the renewable energy sector in recent years, it’s high time to make some moves on the water as well. While we’ve already achieved about 164 GW of solar generation capacity on land, the floating solar generation capacity has barely hit 700 MWs.

As of August 2026, India had already installed a total of 168 GW of solar capacity across the country. Moreover, reports from MNRE mention that about 44.61 GW of this solar capacity was added during the financial year 2025-2026. So adding new floating solar capacity is not really a problem, the real problem is securing the permits for floating solar. The same is confirmed by Arpit Jain, Chief of Staff at Hexa Climate, as he stated, “One gigawatt a year on water is not a manufacturing problem. India adds over 30 GW of ground-mount solar annually. It is a permitting problem.”

The statement came out in July 2026 after the Union Cabinet’s approval of the Pradhan Mantri Surya Sarovar Yojana (PM-SSY) that has given India’s floating solar industry its most ambitious policy target of 5GW of floating solar PV capacity. This ambitious project will be paired with at least two hours of co-located energy storage, or 10,000 MWh in total, by financial year 2030-31.

The programme has a value of 5,070 crore and seeks to expand the floating solar market that currently stands at 700 MW to 9 times its capacity i.e., 5,000 MW, while opening a new route for renewable energy development across reservoirs and suitable inland water bodies.

The scheme follows an assessment by the National Institute of Solar Energy that estimated India’s floating solar potential at about 102.18 GWp. The projects will be sanctioned between the financial years 2026-27 and 2030-31, with financial support continuing to be disbursed up to financial year 2032-33.

Floating solar projects involve a more detailed site assessment than conventional ground-mounted plants, as the characteristics of the water body play a crucial role in determining the project design. Factors such as water depth, hydrographic conditions, seasonal water-level changes, wind and wave patterns, water quality, environmental impact, existing water usage, and grid connectivity must be carefully evaluated before engineering and cost planning can begin.

Adding ot his statement further Jain said, “”Reservoirs attached to hydro stations already have a switchyard and an evacuation line, built decades ago and idle most of the day.” This could offer a distinct economic proposition compared with conventional greenfield renewable energy projects, where developers are required to secure land, arrange grid connectivity and develop supporting infrastructure.

Under PM-SSY, the government is offering Central Financial Subsidy of ₹ crore per MW for the floating solar projects, along with up to ₹50 lakh per project for feasibility studies. The subsidy is aimed to address two key barriers to floating solar development that is its relatively high upfront capital requirement and the challenges involved in assessing water-based project sites.

The subsidy also offers significant value, as developers need to conduct extensive reservoir assessments before making major investments. Subsidies for bathymetric surveys, hydrographic assessments, environmental studies, and site investigations could help reduce early-stage project risks and provide lenders with greater clarity on site conditions before financing decisions are made.

The two-hour storage requirement is the most highlighted element of the PM-SSY, as is offering floating solar projects to go beyond daytime power generation by storing excess electricity in batteries and supplying it later, potentially during evening peak hours.

Jain further added to his statement, saying, “It changes what the project is. Floating solar alone is an afternoon asset. Add two hours, and it becomes an evening asset. Same water, different product.” This combination could also open possibilities for solar, battery storage, and hydropower to function as complementary resources, with hydropower responding quickly to fluctuations in solar generation, while stored solar power could reduce daytime hydropower discharge and help preserve water for evening generation or other uses.

The scheme is expected to promote indigenous manufacturing of floating solar systems. It has also been estimated that the programme could create 16,000 to 17,000 full-time jobs over the course of the next few years.

While the project is ambitious and would greatly benefit the nation’s green energy goals, we’re yet to see if the administration end holds up and provides India with a 5GW floating solar-storage starting point. The success of this floating solar project would possibly move this project from a specialised segment of India’s renewable energy market to an integral part of its green energy system.
